A quick an easy way to make hedges, get some batten from a DIY store and a pack or roll of hanging basket liner from a garden centre. Glue liner of batten, cut away excess liner and Bob's your uncle.

I have used variously:

Dried seed heads from buddliea or similar, overlaid to make the height, glued onto a base and finally sprayed with green paint (plasticote helps fix and seal it). Hedge can be as level or as random as you wish

Gaugemaster Clump Foliage (think this is brilliant)

Gaugemaster Rough grass folded over card - ideal for a  carefully trimmed and trained garden hedge

Lichen (also sprayed)

all of mine are as deerest mentioned, if you want the uncut look infront of the tidy finished look the batton way gives you, just add some model rail lichen material infront, a few of my older hedges are from this, but it does work out very expensive compaired to the batton method
