Stacks of bales on pallets

Any ideas how I could make stacks of shavings bales on a pallet.and how do they make the stacks of food in bags.is it clay or resin.would clay work

FYMO Very workable dont dry out. Has to be cured in oven. MILLIPUT  comes in 3 different grades air drying 2 part .  DAS air dry clay . GREEN STUFF [ from your local model shop if they still exist ] Pallet coffee stir sticks from spacebucks or pratt. Loli sticks from £1 shop
