Robert in NY Posted February 9, 2008 Share Posted February 9, 2008 The racks are there to hold the flats of plants that the fellow (or lady) in the seat would be planting. The water tank is for watering the row as you are planting. The water tank is an option for the people who plant without using drip tape under a plastic mulch.
