40k or 30k gearbox is no influence over whether it has four wheel braking or not. All standard tractors are limited to 30k on UK roads. Only Unimogs, Trantors and a few Fastracs can legally go faster

In the UK a tractor fitted with a 40k gearbox has to have four wheel braking. This is only applicable to 4wd as the braking to the front axle is achieved via the 4wd drive shaft.

The speed limit for tractors without full suspension, air brakes etc is 30k

If tractors were limited to that speed then that would mean an actual mechanical  device fitted to the tractor to limit speed.

Yes 40k 4wd tractors have had 4 wheel braking via engagement of the 4wd BUT where is it written in UK law? Manufacturers did it to help braking efficiency not to comply with a law. It is up to the driver to respect the speed limit, a car can go faster than 70mph but that does not give you the right to drive flat out on the highway.
