Are you saying  that they would be the same if the tractor wasn't running??

yes if the tractor was not turned on as theyr'e produceing NILL POWER not a sausage as you have nill rpm

but turned on and if they where running at 540 rpm  i would expect the front to P.T.O

to have lost a certain pecentage  of horese power if its driven from the hydralics or gearings and drive shafts  ....never realy driven a front p.t.o  tractor at all ................il get my coat

its usually driven straight of the engine crankshaft threw a clutch then into a earbox at the front couldn`t see any reason why all the tractor power couldn`t go threw as long as the gearbox for the front pto was strong enough

What sort of output will a front PTO give out, would it be similar to a rear PTO or less??

Would be similar to the rear PTO HP wise and often still has the option of either 540rpm or 1000rpm drive speeds
