I think the tub is "new" and just been delivered to the field. They could well be making a trench to run a water line through. Hence the title "freshwater on tap"

You are lucky then. We had about 6" 3 days ago, then we got another 3" today and it is about -6C at the moment. Gooing to be bloody hard finding Easter eggs in al this snow. >
