Yes it is what could be translated as "re-filler", they are digging for brown choal over there and the big hill has been created just by the earth digged out. Normally, our landscape over here at the Western side of the Northern Rhine valley, next to the Dutch border is "ultra-flat" (was part of the North-Sea somewhere beetween the Ice Ages and was even connected by land with the East-Anglia "Fens" region)
